Our Principals

Jeffrey L. Gilliland, P.E. is one of the two founding principals and the President of J2 Engineers. A 1987 graduate of Virginia Tech with a B.S. in Civil Engineering, Jeff has over 20 years of land development experience working with private developers, public corporations and public agencies. Specializing in Loudoun, Prince William, and Fairfax counties, Jeff has recently worked in Caroline, Frederick, Fauquier, Stafford, and Spotsylvania Counties in Virginia. He has experience in all aspects of land development including: land planning, site feasibility analysis, rezoning, utility design, hydrology and hydraulics, and roadway design.

Through the course of his career, Jeff has worked with many types of land development projects ranging from residential (small subdivisions to large, master-planned developments) to commercial (retail, office, industrial & institutional) to mixed-use. He is best recognized for his diverse experience with mixed-use planned developments and for his work with projects employing Traditional Neighborhood Design (TND) principles. Jeff has worked with his clients to develop creative solutions that respect planning principles while addressing engineering constraints and local ordinance requirements. Jeff has had significant involvement on numerous prominent projects including Reston Town Center, South Riding, Lansdowne on the Potomac, Haymount, and Stone Ridge.


James C. Bishoff, P.E. has over twenty years of transportation design experience and is a founding principal and Vice President of J2 Engineers. A 1986 graduate of West Virginia Institute of Technology, he provides design guidance and project review, and applies this vision to his extensive experience in roadway and utility projects. His credentials range from widening of rural secondary roadways to developing new controlled access freeways; safety improvements and interchange design, involving conceptual design, feasibility and alignment studies to right of way and construction plans. He has extensive experience with utility adjustments and relocation plans relating for transportation projects. Through his career, he has worked with private and public entities throughout Virginia, West Virginia, North Carolina, Maryland, Delaware and the District of Columbia.

Jim has a thorough understanding of transportation related issues and the ability to identify potential challenges each project presents prior to initiating the design.  His diverse transportation career has afforded him the opportunity to work on many types of projects such as Airport Expansions; Structural Inspection and Analysis; Park and Ride Lots; Traffic Calming; Interstate Weigh Stations and Rest Areas; Rail and Transit; and Pedestrian Facilities. His resume includes design and management for segments of the Fairfax County, Prince William and Loudoun County Parkways; the FBI Training Center; Dulles Air & Space Museum, National  Museum of the United States Army and the Dulles Rail Co-Location Study (VDOT).
